The justice system needs xp so that participating in the new system generates champ points. Simply add xp for stealing items and it will feel much more rewarding.

It does. Every time you successfully lock pick any Safebox you gain 915 XP, just like open World chests in VR4+ (if you are VR14). I leveled the Champion System 2-1/2 points in the week NA had access by doing NOTHING but working on Legerdemain, and handing in the Enchanting Writ daily (499 XP each day). You also gain XP for Murder if they are of an appropriate level. I would like to see Lockpicking a Home give XP and Pickpocketing too. Lockpicking should be similar in XP to Safeboxes, 915. Thanks this is good to know! That's better than nothing although probably still a bit less than what I was hoping for. Lock picking a house and pickpocketing would also be good things to see xp for I agree!1 -

Glad I'm not the only one who thinks this is needed.
