Soo.. every container in Coldharbor (that I could find) is lootable, without stealing. No citizens are targetable or steal-from-able.

?"A case could be made for it being under a goddesses protection, or for it being in Molag Bals domain, except, the citizens are mostly all from Tamriel, and are under the laws of their three alliances still.
