Utiliy belts? will they happen?

So from multiple threads I am getting an idea about UTILITY BELTS. Where your second bar is just a utility belt. Since you can just hit all the buffs then swap to ur weapon. So the second weapon / bar is just a utility belt and you never actually swing or fire it.
Examples are.
Momentum - all effects UNLIKE BEFORE 1.6. carry over when you swap.
Lightning form ( sorc )
Double take ( NB)

Please post more ideas or view points. I could see myself having a main weapon, then just having the other full of buffs but not actually using it as more then a utility belt.

This is my opinion. Not trying to ruin or hurt anything, just posting what I see. Much like those posting about block casting.
If i am missing something, and there are more things stopping this from being a "thing" please inform me... don't just say "ur dumb" because I would also like to learn. Thanks.

    This is sort of what I do at the moment anyway ^^ On my Nightblade main, for damage dealing I run a 2 Hander and a Bow. The Bow bar only has Snipe on it and the rest of the abilities are buffs and stuff I just pop occassionaly. My main bar is all 2 Hander skills and sometimes 1 or 2 Nightblade skills, depending on the situation.
    A lot of the people I play with swear by the AoE and single target bars, but meh', doesn't really work with the way I want to play ;)
    Though, with the up and coming changes, until I have a chance to try my own characters on PTS (I play on the EU server), this might all change.

    You should run magnum shot on your bow bar. In pvp when you get into the thick of it, a magnum shot -> weapon swap -> critical rush combo does a ton of burst damage.

    Thanks for the tip. I don't really PvP much at the moment, but I plan to at some point. I will keep this combo in mind. :)
