The following is all subject to change and I may possibly be very wrong on a lot of this. But I'm posting it anyway incase a dev has time to see it. I will also mention it's only been a couple days 1.6 has been on PTS so there haven't been many in PvP yet to really get a good test. There is an event next week so I will get more data then.
After putting points into my skills and using up champ points where I thought they would be most beneficial, I put Heavy Armor on my vr14 DK which was not totally ideal for PvP but to get a quick start and try some stuff out it was what I had for tanking PvE from live.
I was trying to do a DW build with heavy armor. This is something I've wanted to do since release. Up till now it wasn't viable. My preliminary findings are that it's STILL not viable. The resource regen with heavy armor is pathetic. Even with a few points into champ system to try and boost it. I wouldn't care too much about losing some survivability if it meant I could play "my way". The way I want to play my DK.
Anyhow, I know it's still early in testing, so I'm not discouraged just yet. I need to get a proper Heavy armor set made, but the one thing I also noticed was there's only ONE armor set that has stamina regen on it with extra stam. I'm sure NB's have had an issue with this for awhile now.
If ZoS is planning to use the champ system to make up for short comings in regen, armor and damage as of right now? This will lead to a very VERY bad difference in new players vs. current ones later down the road because players can be bad ppl and will insist on a number of champ points for ppl to join their high end PvE guilds, as well as kicking ppl from dungeons etc etc.
The PvP set gear is still worse than really anything a player can make. Even the so called "elite" gear vendor has stats and crap on it that no one wants. It either needs to be redone with more of what players want in effects and traits, or we need to be able to customize it ourselves. Some sets could be great if the traits weren't so epically fail.
That's all I got for now, but I'll test more over the next week, as I'll be off work
