Coldharbor is impervious to those with ledgerdemain

I don't know if this was intentional, an oversight, or perhaps I am glitched but Coldharbor offers nothing in the ways of theft.

You can't pickpocket
You can't steal from merchants or houses
You can't lockpick any houses.

As I said I do not know if this was intentional or not, but thought I'd mention it.

Anyone else notice this or am I bugged?

    I noticed the same thing last night. It's like the justice system doesn't exist in coldharbour. The npcs aren't even glowing white.

    That Sir, is due to there being NO JUSTICE IN COLDHARBOUR !!!

    Is this largely due to most of the NPCs there being quest related?
    I can completely see why stuff wasn't locked, houses open up as you go along the questline and I have always liked to go in the houses and talk to all the NPCs for example.

    But I do think there are a number of non-essential/non-quest NPCs who could be flagged up for pickpocketing (there are loads of "Coldharbour Survivor" NPCs if nothing else). Also there are a couple of houses that I have noticed are never accessible, and a couple filled with non-quest NPCs that could be given the justice system treatment.

    Yes, all NPCS are quest related as they are people you save in quests and have move to the city. I can't think of any non-quest NPCs in Cold Harbor.
