In their notice, this is in the list of known issues, so it should be fixed in an upcoming patch. I hope they also fix the buggy worldboss encounters.

Still bugged for me, the aspect of strength is nowhere to be found.

Well, my quest was impeeded when I tried to even start it.

If you are waiting for the signal to cut out the heart and another person in the area does it, it locks you out of receiving the signal.

I had to constantly relog to get the NPC to do the signal.

Seems it's still bugged though as the person who did the quest stated they've been trying to finish it for 3 days.

Its still bugged even now, but did find a solution, save the bear in the half cave for last, kill other nearby bears, draw bear in min-cave to monument and kill it, the quest then proceeds to the next task.
