Weapon Skill Passive - When do they apply?

Does a weapon skill passive apply ONLY when you have the weapon equiped? For example, if I get Absorb from the Destruction staff and block with a sword and shield, do I recover 1 Magica?

Check the passive skills tooltip, it should say when and where the passive applies. Anyway ...I think all the weapons passive only apply when you have the correct weapon equiped.

Stukha - Dragon Knight - Ebonheart Pact
Bazhinga - Nightblade - Ebonheart Pact

Weapon passives only apply when you're actively wielding that weapon type. Some of them only apply to skills from the same skill line; others provide a general boost, but even the latter won't apply if you're wielding something else.

So you only need the weapon equipped? You don't need a weapon ability on the hot bar? I was always worried I would lose the passives if I did not have an ability on the hot bar. That would be nice because I prefer Immovable from the Heavy Armor line as my stamina sink, not a weapon ability. I prefer magicka for attacking and stamina for defense.

You gain xp using the weapon even if you have no sklls on bar.

You gin xp(though slower) with an ability on your bar without the weapon equipped. Its how Im leveling my dw atm.

And you can level other things like this. Levelling ww skills out of form or resto staff abilities with a d staff equipped.

Sorry for bringing this issue up again but i have to ask in a little more detail.
I want to point out that i see a difference between an "equipped weapon" and an "active equipped weapon". Since Level 15 you can have two weapons equipped but you can only have one weapon active.
With this Background i have the following question: Do i get the passive bonus from any equipped weapon or only from the weapon i am currently actively wielding?
Meaning, do i get the bonus from my equipped restoration staff while fighting with my destro staff which i currently wield and i am using the corresponding active hotbar with?

Can anyone give a statement here?

Only the one you're currently wielding.

Only the active weapon. Also, you only gain XP for skills in your current skill bar. This means if you are trying to level up some alternative skills you should switch your skill bar before completing a quest to get a little extra XP for the other skills.

Yes. When I want to level up a specific skill or weapon, I will not only switch to that weapon & skill bar, I often move skills I have but am not using to that bar just before turning in the quest. If an NPC tries to give me gold & a reward and I'm not ready, I hit goodbye and make sure I have my skills set how I want then go back & turn the quest in.
