Last night I was playing ESO and met up with someone to get the vampire bite. It was very hard to get to the shrine, as I was only level 16 so it was pretty much death if anything found my while in the zone. I thought, because of the new dungeon scaling module, the enemies in the quest would scale to my level... I was wrong. So, during the quest I had to kill 10 level 38 Bloodthorn Assassins. I tried and tried again but kept dying... no matter what I tried, there was nothing I could do to kill them!! Until, I finally changed my tactics.
I'm a level 16 Templar and invested my points primarily in Puncturing Strikes, Sun Fire, Piercing Javelin, Whirlwind, and Flurry.
At this point I had morphed Puncturing strikes up to the level that it heals you, and sun fire up to Super Nova. The rest were at their base values.
Also, my attribute points were heavily vested in health and magicka. Before the battles, I ate some _Insert Name of Food Here_ that ups your health by 166 for 2 hours. Finally, for the way I managed to kill them.
What I had to do was use Puncturing strikes over and over, until I ran out of magicka. This way, I would get the healing from the spell, as well as the knockback so the enemy had less time to attack me. Often times, this spell misses and only hits 2-3 of the hits it's supposed to. When I would run out of magicka, I still had my two stamina abilities. So, I would use whirlwind -> Flurry -> whirlwind. That would deplete my stamina, but at this point the enemy was very close to death. I would then have enough magicka built back up to use Super Nova and that would finish them off. These abilities do sometimes miss, so be ready to light attack as quickly as possible to finish them off.
If you do this, you should be able to finish the quest as a Templar. Good luck, I know I found this extremely challenging and almost died a few times even using this method
