Getting to Veteran Zones?

I haven't beat the main quest yet. I am a Veteran Rank 1 and I have no idea how to get to the other zones. (dominion, or the fall)
What am I missing here?

    Completing the Main Quest is what you're missing.

    Assuming you're Pact, completing the Main Quest will let you go to the Daggerfall Covenant, then once you complete Daggerfall, you can go to the Dominion.
    You will be able to go to Craglorn straight away though, and to do that, you need to find the Star-Gazer Herald in Mournhold.
