I've been running around and around in the general area marked on the map, picking up quests, finishing them, running around some more, nada.

And I bet I'll stumble upon it right after posting this...

Took me quite a while to find it, but here it is. North of Spindleclutch, east of a stone wall. Warning, hostile NPCs nearby:
