Oblivion's Foe Set Does not Improve beyond VR12

My main character is currently still wearing his VR12 Oblivion's Foe set, improved to legendary, and the regeneration set bonuses are set at 12 for magicka, stamina, and health. The values for the regeneration rates increase as the level of the item increases, and increases just a little more when improved.

As it stands, there are no scaled improvements (besides the armor value) to the Oblivion's Foe set beyond VR12. For example, the set bonuses are identical for a VR12 legendary piece and a VR14 legendary piece (the armor increase is almost negligible).

This can't be by design. It doesn't make any sense. Set bonuses are supposed to scale with improvement and level. Not to mention this is an 8-trait set -- I spent months keeping track of my research times because I thought it would *actually* pay off, in the long run.

Does this look right?

    Have you upgraded all pieces to V14? The bonus is the average over all pieces, so if you have made 1 slot legendary V14 but the rest your wearing is still V12 you will not see any bonus increase but you can see the what the bonus will be for a fill set of V14 if the item is still in your inventory (not wearing it)

    Or maybe the scaling its just so small for just a increase of 2 levels that you don't notice it.

    Something like (level*0.15) + 3
    So V12 = (62*0.15) + 3 = 12.3 (truncated to 12)
    So V14 = (64*0.15) + 3 = 12.6 (truncated to 12)

    Most sets going from V12 to V14 is a waste of time

    That can't be as intended. Two VR levels just to boost armor rating 5 pts? Totally not worth it to level past VR12.

    I entertained the possibility that the armor I have equipped (a VR12 legendary Oblivion's Foe set) would influence the numbers I see when I view the VR14 item, so I took off all of my Oblivion's Foe gear and checked -- no change in the numbers. The VR14 piece has not been equipped, as you can see (it's unbound), so the bonus shown in that item's description isn't influenced by any other items my character is wearing or holding.

    As far as potentially hidden scaling math is concerned, I haven't seen any indication that is the case, either. The VR14 Hunding's Rage set bonuses scale with VR rank and improvement as you would expect, for example. I'll see if I can post the pic of the Hunding's Rage sashes so everyone can see.

    And this is different from every other VR Rank how? I have stopped making gear every VR level now, and just make gear when I get to a new material to use.

    Enjoy the game, life is what you really want to be worried about.
