No change in Dark Deal (Sorc Dark Exchange morph) with increased rank

My Dark Deal just went from rank 1 to rank 2 and the heal, magicka return, and stamina drain all stayed the same. There also appeared to be no movement speed increase although that would be tough to measure. Is this a bug that it doesn't improve while ranking up?

UPDATE: This is currently being investigated as a bug. It appears that the stamina cost of the ability is reduced with each rank, but the tooltip doesn't update.
