Restoration Staff Crit

I know spells from the restoration staff can crit, but can the normal/heavy attacks?
Edit: after some testing, it would appear that light attacks crit based off spell crit. However, heavy attacks never crit at all. Is this intended or a bug?

ThatHappyCat✭✭✭✭✭Channelled attacks like the Resto and Lightning Staff heavies don't crit (the Lightning Staff's final bolt can however). Probably intended, as they also ignore blocking, and the Resto staff heavy restores magicka too.0
