Can't make a Veteran template character---- what am I missing?

I can make a level one newbie toon and go through tutorial.... but how can we make a Veteran level template?
I try using the drop the down menu selector, and then I've tried just using the random one that pops up (always seems a dif class and race) or trying to set my own details, but they never go through, always says Invalid template.
I can't help my guild test some stuff if I can't run w' them

✭✭✭You have to use a Daggerfall Covenant race with the dropdown template selection. You can choose your class as normal.-First-Wave Closed Beta Tester of the Psijic Order, aka the 0.016 percent.
