how to get mages guild ultimate?

I'm ad and I'm in riften now. I have gotten all lore books through vr3 and I'm still not level 10 so I can use the mages guild ultimate. Is this normal or did I miss something

✭if you look in your lorebook section you can see how many u have and how many u missing, press J ingame0 -
Adrastes✭✭✭it is *** hard. atm VR 12 done cadwell's silver and gold and explored pretty much all maps and still running short...0 -
Darthryan✭✭✭I have gotton all of em at my level through the help of an addon. Am I still missing them? Should I be leveled higher in that guild by vr3? Or am I just missing books cause I have all the achiement in all zones that I've been to? Wtf?0

diltonmarshb16_ESOSoul ShrivenReally need to look and look and look. i used an addon called lorebooks but only turned it on once i had completed an area before going to the next. Also there are the odd ones in dungeons.0 -

cameo✭I was VR5 before I found enough to unlock the ultimate, and that was using an addon and getting every single book in every zone up to that level.0

I finally unlocked this skill and it seems bugged to me. When I cast on a pack of 3 NPC maybe 2 will get the knockdown effect. So basically you get an ultimate that costs almost twice of soul assualt from world tree, does 1/3 damage and only reliably knocks down 1 target. It the knockdown spread further from the main target the skill would be a lot more powerful and worth all the work to get it...0
