Ok since the patch notes are pretty much straight made up and contain no real info about these set changes, I'll start a thread here to document whats been changed.

Magicka Furnance:
Nerfed:
Old:
10% mana when you are hit by a melee attack, 5 second cooldown,
New:
15% mana when you are hit by a melee attack, 30 second cooldown,

Yokeda (Raid heavy set):
Old:
Did something silly to (made you a statue once an hour.)
New:
No longer works at all.

Aether (Raid light set)
Old:
Lowered enemy armor and spell resistance -10%.
New:
Probably unchanged, but the description was change to be made unclear with no indicator of how much the debuff is.

Hundings Rage:
Old:
Increased weapon damage for weapon damage abilities by 3-24. Claimed to be a percentage, but was actually just a flat increase. Also bugged: Does not function on staves.
New:
No change in functionality, however description was updated to match what it actually gives. Still bugged for staves?

Healing Mage (Resto staff raid set)
OG OLD:
-100 enemy power that stand in your aoe heals. (bit brokenly OP)
Recently pre patch:
-8% enemy power that stands in your aoe heals. (An insane 92% nerf for most high level enemies, barely worth using now)
Post 1.2.3?
NERFED AGAIN to add 30 second cooldown? (So the notes say, this ones unconfirmed, have a friend with set, will confirm).

Worm Cult/Hercines/Ebon:
Old:
Increase stats for entire party. Max party size was 24, so up to 24.
New;
Massive nerf down to a maximum of 4. Seems to apply to 4 nearest members, pretty horribly annoying and massive nerf that was completely unwarranted. These set are ULTRA difficult to acquire, and thus should be powerful.

Hilariously, the medium set, which was completely garbage in the first place, was double nerfed. The stats lowered AND this target limit. lol devs have no idea about loot in this game.

Seducer:
Description change only. This always affected all 3 types of resources (stamina, magicka and ultimate costs)
Old:
Reduces cost of abilities by 3%. (Description says spells)
New:
Reduces costs of abilities by 3% (Corrected description).

More to come, add you findings..

Does the worm cult still give spell cost reduction for the entire raid?

No. Per the OP, maximum of 4 party members benefit (yourself + 3 in your group, raids are separated into 3-6 groups).

Does anyone know exactly what that Seducer change is? Does "cost of abilities" mean stamina and magicka abilities? So it now affects both spells and weapon feats? That would be no change for a mage but a buff for melee/stamina characters, especially since stamina abilities don't have as many ways to reduce their cost. Or does ability mean something else?

Yes I know. There was no actual change. Full answer in the OP.

Thank you for looking into this! While not a change, knowing how the set truly works shows it is one of the best crafted set bonuses around. It is a good addition for any type of player, not just mages.

Soulshine Set has been nurfed too, as the only "good Set for templars". It does now only give you +10% dmg to all spells with 5 (!) pieces. (The other set bonus changes are not so relevant.) I'm done with this game, I've farmed two month a set that is nowhere overpowered and has never been abused in any imba-setup, it wasn't even possible to combine Soulshine with the Warlock Set, which now also was nurfed to 5 set pieces for the 5xx mana bonus..
IMO, that are many very hard nurfes that weren't necessary. Many sets bonuses know are irrelevant, like they give you +4% here and +3% here +2% here, making the bonuses infinitesimal, especially for the people who have spend time in PvE to farm sets.
Instead, who spent his time solely in pvp wins, AND that will f.. many ppl off even more as anything ZM nurfed before! Specially the casual gamer who farmed some green set, like SOULSHINE, gets nurfed... Very disappointing!
