Is Steel Tornado Bugged vs Dark Cloak?

As the title implies i've been trying to use steel tornado (the dual wield skill AE) to knock people out of invis when they use dark cloak.
Is my understanding of how dark cloak works flawed? I was under the impression if you took damage it would break the invis early, but not only is the invis not being broken but they also don't seem to be taking any damage on top of that. I've had a few people get away who had just a sliver of life left and even if I hit my ae immediately after they cloak they don't die.
I'm only making a post about this because i've been trying this for about four days now and i've had zero success. I know they can dark cloak again immediately but I can use tornado again also...quite a few times after the change to med armor. I guess my main concern is the fact that they don't seem to be taking damage when I know for a fact that i'm still right on top of them.

✭I've been seeing the same thing. I can't remember ever causing an enemy to lose stealth, but I could have sworn they were in range.[DC/NA]0 -
ferzalrwb17_ESO✭✭✭✭✭I actually think I've seen a dodge animation whilst I've been cloaked when someone has hit whirlwind (morphs). But I've been hit 2 seconds into a cloak by flying blade. So work that out.. there are sync problems all the time. You would need to do a controlled test to work this out. If you're not DC and play on wabba NA I can volunteer to be smacked around a bit sometime.0 -
Honfold✭✭✭I think that steel tornado works as a "thrown" AOE as opposed to a regular AOE. when I am in dark cloak, when it works, I dodge light arrow attacks all the time but spells like talons or impulse will take me out of it.0
