Overload swaps weapon/skillbar

When I use it, it swaps my weapon and skillbar.
I have equipped two 2H weapons. So.. Why? Is it a bug?
It must be. It's so stupid. Maybe in certain situation it could be useful, I understand, but I want to use my first skillbar!

Cinna✭✭✭It's actually a third skill bar for you to load, but it takes your first loadout as a default initially, so you would not end up with no skills in your bar whatsoever. Toggle it on out of combat and make an extra bar
