About weapon/armor balance (Trying to understand Zenimax's logic)

Can anyone please explain why light armor+destro staff is the best option to face enemies in melee range?.

I really can't understand why I am forced to run and try to keep distance against organised players with PULSAR spam if I am wearing heavy armor and melee weapons.

Don't should be melee weapons the best option in melee range and people wearing light armor/staff attack the best option to attack from distance?

Am I wrong or TESO is the only game where melee weapons haven't any role in massive battles?

    After seeing "Shield bash do more damage than swords" comes the new Matt Firor's production "Dancing with skirt and destro-staff cuts more heads than axes". I think this new production is not better than first, but is a new troll-movie that is *** all the roam players in Cyrodiil and forcing to leave a new herd of players.

    Pulsar spam if not the only issue at Cyrodiil.

    Just to name a few :

    Vampires that use mist form to drop their ultimate in the middle of the opponents and run out again without getting hit.
    (when you have more than 10 players together, with all that lag, you rarely spot the mist form)

    Dragonknights that take 18000 damage while solo, and do not die. (not Emperor)

    Unbreakable CC abilities on the DK line.
