some guy is running twice as fast as a maxed horse (on foot) with the scroll, capping them faster than we can even run him down.

I don't think the Forum Police can help you in this situation. It's more of a /rightclick report type thing. Although because it's a new campaign and such you may want to http://help.elderscrollsonline.com/ go there.

Ive seen this on other campaigns too. Its more than a speed pot and im wondering if a speedhack isn't causing the fps loss..I've seen speed hacks force packet loss on entire raids in other games.

Yep also seen a speed hack its too hard to catch them in time to get a name also..

Saw same guy carrying multiple scrolls on Auriel's Bow the day before and do know the name. I believe multiple people reported.

What amazes me is how he was able to move that fast when everyone else is stuck at 3 FPS

I am starting to wonder if its something they are doing to tank FPS for everyone else.

(/sarcasm on) Golly geee, it's just toooo bad that(/sarcasm off) sadly we are not allowed to name and shame anyone without risking a suspension ourselves or I would recommend capturing it on a YouTube Video and plastering it all over the forums and also pasting it to http://help.elderscrollsonline.com/ 1000 times until @ZOS got it fixed

Too hard to get a name lock when they can zip from one side of the node to the other in seconds so that even wouldn't help which is unfortunate

Yeah i was on AD and i only remember one guys name who turned in the first scroll, the second one got dropped before he turned it in and it was someone else. But yeah Black boot/bloodmayne- EP scroll temples in under 5 mins? Even had a group of ~20-30 try to cut him off, we managed to get in front of him from being so far up on the map already, but he just turned, ran across a field and left us in the dust and made it to a keep to stay safe a good 2-3 mins before anyone arrived behind him.

If you're bugged, Its your responsibility to relog or whatever. Other wise youre exploiting.

What about the people that has been justifying using the XP exploits here and there?.... spewing out they are pvp'ers and dont want to do content and its fine those exploits exist.... then when the exploits and the likes actually hit in pvp land... they are all alike that people should be banned.

Sorry it is just a funny thing to say.... yes I do PvP myself as well... so its not a personal thing against pvp... but look at the big picture...

It is a farce of biblical levels..... lol

Edit:
On note though, person that is exploiting a bug SHOULD be suspended for at least a week... in general ZOS is not punishing hard enough in general, like enforcing roll backs onto those that intentionally use those backdoors.

If you dont ban the exploiters what would be the drawback to exploiting like crazy and profiting off of it, in game?

Why wouldn't every player in your game exploit when the opportunity presents itself, if there is no negative repercussion, and the exploiter gains an advantage both in PvE and PvP?

Thing is.. alot of people exploit.. they lack the discipline to see what they are doing is wrong and honestly.. the paying subscriber in general is the one getting hurt by it... by a few or some other subs that do it all on purpose and mostly for own gain.

Use the ban button or week ban button much more often... ontop of that.. take away 4 or 5 vr levels or something as punishment... makes a good point... about stuff, or degenerate their gear to mundane from eg. legendary or something.

Edit:
Of course first offense would be something alike.. you have been suspended for 3 days or something... next time we will take hard actions and add in the posibilities I mentioned above... and do it no matter what they say... they will come here and cry about it of course... but will teach people a lesson as well.
