Role of Forward Pact Tents

I'm not sure of the role of the forward pact tent. You can capture a targets resources to prevent transit. You can put wall under attack and prevent people from spawning in the keep. At any time someone can place a test and dead people any where on the map can spawn to that location.

Is this a bug that a whole group can port to a keep under siege or working as intended?

    forward camps are relatively expensive, are large, obvious and can be easily destroyed, and can only spawn 20 people. that is, when they work as intended and do not bug. which they do. often.

    as far as i'm aware, besides the horrible bugs, they are working as intended.

    So there is supposed to be a way to teleport entire groups instantly across the map regardless of current transit network status?

    Yes. As stated above, the tents disappear after 20 spawns and they are expensive.

    Their main use is to cut down on travel time when a group is trying to take a keep that is deep inside enemy territory.

    When they work they are very helpful (but more often than not they're bugged) ...
