No it didn't unless I'm woefully misinformed on what "official" means.
How about someone transpose what was said on Reddit so we can clear this issue up? The Devs use social media I'm sure so was this some bar-banter at an often frequented non official sight, or did he/she basically post patch notes?
Two very different possible issues here that need to be cleared up before I go witch hunting.
Ruze is a veteran of the PC Beta, lived through the year one drought, survived the buy-to-play conversion, and has stepped foot in the hells known as Craglorn. He mained a nightlbade when nightblades weren't good, and has never worn a robe. He converted from PC during the console betas, and hasn't regretted it a moment since.
He'd rank ESO:TU (in it's current state) a 4.8 out of 5, loving the game almost entirely.

Latest post was community manager Jessica stating that our update doesn't happen till tomorrow. Followed almost immediately by the big yellow error message at the top of the forums stating the same thing.

If by almost immediately, you mean about 15 hours later. Sure.
Anothe reason why I cancelled my sub today. It is insane and shows a lack of respect for us, seriously.

Sorry. This is a business, not a friendship. I don't have to earn their trust, I pay them. If my newspaper delivery comes a day late and is left on my neighbors lawn.. not mine, I will complain.
If it happens twice, I stop paying for the newspaper. There is no trust involved here.

Are we talking about the update coming tomorrow? Because I heard about it here (blog wise) weeks ago that it was coming the week of the 23rd, and that is what Jessica referred to on reddit the other day when she answered a question.

We will not be having our regular scheduled maintenance for the North American megaserver today, or the European megaserver tomorrow.
A companies goal is normally to make a profit. All agree? Good.
MMO companies revenue comes from players paying for it. Agree?
MMO companies gather feedback in an ongoing bases from as many different valid sources as possible, to make an overview on their player numbers and feedback. This is how they gather the most correct feedback about the product, to work with.
The homepage is normally the default site. But if the feedback is low, or simply do not reflect their numbers, and % of other sources feedback, then their focus will be on the most valid, not positive or negative, but in numbers and issues, optional sources so get as correct feedback to base their management on.
Wildstar is a vastly different MMO then ESO, with a complete different player base, but had the same problem, just as we have now.
Their own site did not reflect the feedback and numbers they had available.

In short, we lost our value to be a prime source of correct information about ESO. Both negative and positive. Still, ESO do currently share information here. But need to look elsewhere for proper feedback. (Negative as positive)
Why this happen, I leave up to us as a community, to reflect on.
If you still do not understand, then do the math. If 100 people on this site say A about ESO, and 10 000 from another valid source says B about ESO, which they can see reflects in their current player base. A business must adapt, or loose costumers.
I would very much like to regain their trust they have shown in us. And for you who do not understand business, trust goes both ways.

Okay, they don't want our feedback to them. Fine. But they still should give us information from them trough the official channels - including the forum. There's a group of players who get news only from the official site (never even posting, just passively reading) and shouldn't be required to make another account, subscribe to some Tweeter feed or whatever.A companies goal is normally to make a profit. All agree? Good.

20 years ago they said the same about computers.
50 years ago it was TV.
Before that it was rock 'n roll.
Before that it was jazz.
Before that I Guess it was cinema.
