You gain level as a blacksmith by deconstructing or make weapons and armor. And then you can spend skill points in Blacksmithing to be able to make higher ranking weapons and armor.

    ^ this.

You can increase the base damage of your weapon by improving it with tempers. Without points in Temper Expertise, I think it's 5 honing stones for 100% chance? At this low level I'd save my tempers though, you'll probably loot a good weapon or get it as a quest reward anyway.

You can also enchant your weapons and armor with glyphs.

Also research your traits, reinforced makes your armour stronger, and infused makes enchantments stronger. Traits are important.

Also never improve anything you haven't crafted yourself, unless it's part of a set, gear you craft yourself will almost always be better than anything that drops.

10-15 Damage is L1 stuff. So I'd advise using higher level looted equipment or use Blacksmithing to create leveled equipment.

One thing they haven't mentioned, yet, is that the amount of material you use on the equipment you are constructing increases the Level. So 3 iron might make an L2 weapon but 8 iron will make an L12 weapon.

I suspect that, that is the actual information you needed to know.
