skill points for AvA ranks?

On my first character, who is V12 I think around AvA Rank 18 or so, I earned skill points when I gained a new AvA rank. However on my lower level alt I never get any skill points when I hit a new rank.
Is this something that has changed? Is it account based and I will not get skill points until I am a higher rank than my other character? Did I dream getting skill points from AvA ranks and it never actually happens?

No, you are quite correct. You do get a skill point for each pvp rank you gain ( from 1 to 50) and I don't see a reason why your alt would be unable to gain skill points as well from leveling his pvp rank either.
It does sounds like a horrible bug though, and I would definitely write a ticket to their support to get the issue fixed.
