Need help regarding a good mage

So i was running around in Cyrodiil yesterday, on my way to a keep a VR 10 Sorcerer with destro staff attacked me, i didn't see him so he must have been stealthing, the thing is now that in one second or so he took 70% of my HP.
Im also a VR 10 Sorcerer with Destro staff, I have about 1900 Magicka and 2700 Health in Cyrodiil, my spell resistance is 2k (i didn't eat food at the time i was attacked). Now, he hit me with a crystal fragment and maybe 2 more spells, didn't really pay attention. But in that 1-2 seconds I went from 100% to 30% HP, I got up and tried to heal myself up but he could out DPS me, I didn't have ultimate so couldnt do Negate Magic. Long story short, I died.
I have no idea how he did so much damage, my crystal fragment crits for 800, its never done more than 1k.

I went back to the same location as i wanted a rematch (i've never met someone who is that much stronger than me). This time he wasn't stealthing so i got the first hit in, we fought for a bit using Ball of Lightning, blocks, crystal fragments and etc, 1v1 tactics basically, we were pretty even but he still had the upper hand and i would have lost if one guy didn't run up to me and started attacking. I was at 30% and he was at 40% health when this happened. So in the rematch we were pretty even (still no food on my part, and only the basic magicka potion).

So im wondering, how did he do so much damage? Does stealthing give you a crit damage bonus or something cause i've tried it and it still only did a 800 crit.

It sounds like this player has spec'd full glass cannon (spell power + crit).
They were probably using a Resto staff (10% damage buff passive at full HP).
2700 - 800 = 2100 damage in 2s is most likely CF 900+ crit -> Velocious Curse 700+ crit -> CF instant proc 900+ crit
We are looking at maximum of ~2500 burst in 2-5s of exposure, so they most likely crit on only on 2 of those abilities, or all 3 with your stated resists which likely resulted in them not hitting as hard.

I think this event was longer than 2 seconds, but yeah Sorc does have some very nice burst capabilities.

He had no Inner Light/Mages Light and he did use a healing staff, which means he loses the 10% spell critical set bonus from the Aldmeri/Ebonheart/Covenant Set. Either he was extremely lucky with his crits or he didn't crit. He could have had tops 15% crit chance (unless he used potion).

He also did one thing i forgot about, he was at 9% health and running away, then he popped Barrier giving him a 1.5k shield (or so). After that he used Dark Exchange for 1 second and bam, Shield is gone and his health is back up to 60% health. How did he do that one?

You just answered your own question. Barrier from support gives around 1.1-1.2k'ish hp. On top of dark exchange morph to increase armor and spell resists while channeling.

22% is the most spell crit you can achieve using a restoration staff without a potion. 10 light trait, 5 from willow, 7 from legendary resto staff with crit trait.
