Level 2 Bots - Why?

So the new flying bots are mainly level 2s, my question is how/why?
If you skip the tutorial in Coldharbour you get created at level 3. Level 2 only happens after you kill the second skeleton in Coldharbour, which clearly the bots aren't doing.
Travel To Player doesn't work so obviously they're pos-hacking level 1s from inside Coldharbour and they're leveling from zone explorations.
But why would they bother? Why aren't they simply skipping Coldhabour?
Not sure the answer to this is useful but RMT don't often do something unless there's a reason which sometimes is useful to combat them.

Serivahn✭Because the companies that control these bots use automated scripts to purchase fresh accounts. The process is almost entirely autonomous.
Skipping the tutorial would require at least one person to complete it on every account.1 -
Censorious✭✭✭✭Possible explanation: you only get to skip Coldharbour if you've already done the prison tutorial on a character.
If they never complete it, they won't get the option.

Drakzon✭They are getting discovery points which levels them as they are zipping all around, New zone, grants xp. There was a video up the other day were a constant swarm of bots went on for an hour and as each one enter the same point they leveled up as well as picked up 300 gold a pop0 -

✭Actually, if you skip the tutorial, you're level 2 until you talk to the prophet accepting the bag reward which is a quest. This levels you to 3. That's didn't accept the bag because it takes up space.
