Perhaps a new method for scoring would help balance this *zerg* mentality that people seem to adopt. Perhaps, if you take 5 people to capture a keep, you and your group would get more points (as well as more points for you alliance for doing this with so few people) than if you brought 10, and so forth.

If you bring 5 people with you to capture a keep, and you do so unopposed (NPCs don't count), then you get fewer points than if you had to take it with defenders. The more defenders, the more the points would go up (due to difficulty).

Other things that could help smaller groups feel like they are being successful (or reward them) is to put in PvE stuff out there that directly affected the bonuses to your side.

i.e. if you escort a 'supply caravan' to a keep you own, then prices for siege material go down for a limited time. Or special siege weapons would be on sale that would greatly affect your factions ability to defend or take keeps. (t'would be expensive as all the 9 realms of oblivion) And these special NPCs would only be available to the factions that are not in the lead, or the alliances that currently do not have emporership.
