Hirelings, do they get days off when you aren't around to whip them?

I haven't been able to log on for 3 days due to work and other commitments but I figured "no worries, at least it's not a total waste, I've got hirelings". Turns out you can only have 1 of each type of packet in your mail at a time. Doesn't matter how long it's actually been OR if you've upgraded the hireling perk to give you two packages a day. What the h*ll kind of gaming design is that? This should be fixed asap, I'm still paying a subscription for those days, at least let me get my stuff from my perks even if I can't manage to log on every single day. And when is the reset for the hireling which should come twice a day? Now I need to log on before I go to work as well if I don't want to waste it? Ridiculous!
