Veteran content in DC as veteran DC?

Does content scale to veteran as I reach veteran?
I am 48 at the moment and running in Coldharbour. I seem to have missed a POI or two in previous low level zones, and I'd hate to miss out so Id like to do them.
Id rather do the content with a challange, then run in as 48 in a 20 zone.
Also no xp, no loot, no ultimate makes it rather boring going back in content.
Attention Zenimax: Stamina builds don't hold up to magicka builds, and this is causing most of your class imbalance. It makes melee weapons and bows weaker than staves and class abilities. It makes medium and heavy armor less desirable than light armor. Fix this imbalance, and you'll address most of your balance issues.

    Is your home faction DC? If so, the difficulty of the original quests in the DC regions will remain unchanged.
