Honestly, with all the abuse of several skills that have been rampant in PvP, once they fix all these holes and imbalance issues, they really should end the campaigns early.
This would allow everyone a fresh start and hopefully they drop the total campaigns available which would go a long way in helping to balance all these lopsided campaigns or give large guilds who want the easiest path of least resistance and dominate low pop campaigns endlessly a harder time in doing so.
I think lowering how long a campaign lasts from 90 to 45-60 days would be more appropriate. AP also needs to be balanced out in terms of how you earn it, but you will always find players who find the most "optimal" way farm it.
Regarding Emperor status, I would propose a change to the system in which your leader board AP ranking will be "reset" or reduced by 50% after becoming emperor, but you will never lose any AP you can spend.
This would allow other players more opportunities to achieve the emperor status while giving the hard core players a reason to try and hold the 6 inner keeps longer if they want to keep their emperor powers, while also encouraging ongoing competition to build up the AP ranking to achieve it again.
I have seen players who are on 10+ hours a day comment on zone chat and in other forums how they have no chance of catching up, which is partial as to why some guilds are leaving these super high AP leaderboards in search of a lower end campaign that has emperor in the 500-600k range, not the 3-4 million range as we see on a few campaigns now.
Create 1-2 campaigns that are set for lvl 10-49, and then the other campaigns for Veteran Ranked players. This would help promote more fun and a more balanced opportunity instead of watching Veteran players steam roll over non-veteran players as I see every day. (I am VR 5 almost 6, and if your not Veteran rank, I have no trouble destroying them)
Just my shared thoughts and suggestions which I hope Zenimax will see and consider.
