This is a suggesting for how to balance combat going foward in an objective way.
Zenimax should log skills on the hotbars everytime someone engage and survive a combat engagement. At the end of the week or month, detemine the top 10 used skills and the bottom 10 used skills. Top 10 skills are downgraded 1% and the bottom 10% are upgraded 1% throughout the entire game.
This will automatically caused very powerful and popular builds to become less viable over time while it would encourge players to explore new builds and stay creative both in PVP and PVE
My suggestion here is just a crude version of what this could be. A more advance system could also look at:
top/bottom:
- Whole Skill Trees
- War Machines
- Which bosses are hard or easy to defeart
- Enchantments
- Mundus Stones
- Potion Effects
and so on. I am sure a professionel game designer could create some solid models based on this idea if given the chance.
