Any ideas where to find VR ingredients? Like Imperial Flour/Pinguis/Imperial Stock for making foods.
I'm in VR areas now but i find rank 1 stuff again, not even the rank 5 equivalent of coldharbor.

Those are all sold by the chef in Coldharbour

They are sold by chef NPC which are in a few places (not just ColdHarbour).
I buy lots of Imperial Stock which costs 96 gold each to make Invigorated Honey Pudding.
Increase Max Magicka & Stamina by 312 for 1 hour
Honey Comb (common)
Imperial Stock (NPC buy)
Onion (uncommon)

I am currently trying to get honey comb...any advice where/location you can loot it from?

Honeycomg appears to be all over I've been picking it up since Bankori.

Must buy some stock now I know its not a drop item.

Honey comb is a drop in VR zones. I have tons of it from playing through the VR 1 - 5 areas.

Imperial Flour/ Stock are purchased from vendors for 63 gold each. The vendors are different for different factions. For AD, they are chef vendors in Davon's Watch (Stonefalls) and Karbol's Hollow (Bangkorai). The former is easy to find -- she's an argonian sitting on the ground by a cart near the Rededication Shrine. I believe her name was Black Silk Earth, or something similar.

Grocer NPCs (not Chef vendors) sell level 50+ provisioning ingredients. Located in Veteran Rank zones.

Grocer NPC Locations:

Ebonheart Pact: Black-Silk-Earth in Davon’s Watch, Stonefalls.
Northern part of the Market District.

Aldmeri Dominion: Samardan in Vulkhel Guard, Auridon.
Near the docks by the merchant stall

Daggerfall Covenant: Jafrost Cold-Eye in Betnikh.
Dockside Trading Stalls

Pepper only comes from Produce baskets and is a touch on rare side.

Pepper can also be found in urns within dungeons or in the nice containers, such as dressers, trunks, nightstands, cabinets, cupboards, etc.

I've been getting lots of honeycomb on my level 40 characters in Rawl'kha and Evermore. But I wonder -- are the provisioning mats you pick up based on your character's level or their provisioning level? All my toons are 50 in provisioning.

'base' type ingredients (e.g. flour, stock, etc) only, not 'flavor' ingredients (e.g. mudcrab, honey, etc.), at 63g ea. The latter are random container drops in ~40-50 zones (Reaper's march, Coldharbour)
