Achievement unattainable after finishing a certain quest

I am referring to the quest "Lost on Bleakrock", given by Halmaera in front of her house on bleakrock island. Halmaera disappears forever, as soon as the player decides to evacuate the city early (starting the quest 'Escape from Bleakrock').

However, I could do EVERY quest on the island even after finishing 'Escape from Bleakrock', except for the quest given by Halmaera (because she is no longer there). It's not possible to complete the achievement on the island without finishing her quest. But since I was able to do all the quests subsequently even after finishing 'Escape from Bleakrock', this looks like a bug to me.

I would really be disappointed, if this is the way it is supposed to be. I just did the quests on the island again with my twink character, and before starting to evacuate it clearly says in the quest log, that unfound people on the island will simply be left behind, NOT that they will disappear forever and thus make an achievement unattainable.

I wrote a couple of tickets about this (with several days in between), but did not get any answer. I know you guys have more serious problems to fix, and I don't expect this to be fixed immediately... but if someone could _plase_ tell me whether it will be fixed at all or whether it is intended to be that way..! That'd be great

It`s intended. If you give the order to evacuate early, the people you haven't found at this point are assumed to be left behind and therefore dead.
