Malabal Tor - Valeguar Wayshrine - Locked Book

Hi All,
During my exploration of Malabal Tor(west of Valeguard Wayshrine) I stumbled upon a book lying on a table in a camp by the river. The book is locked and when I triggered dialogue option it showed me text as below:
"<There's an inscription etxhed on the cover of the locked book.>"
and further:
"If a journal instructed you to come here, use the key to unlock the book and tun to page 26"
"If you stumbled upon this camp and are rummaging trough my personal property, turn around an wal away."
Do you think it is a quest of sorts or just something to be wondering about ??
