Provisioning: Broken at VR1?

Is Provisioning fundamentally broken at VR1? I've travelled into the first enemy alliance zone and all recipe's I get appear to be according to my level, but I have been having these for a long time (2 major zones ago). Yet all ingredients I find seem to be level 1 of that faction.

Now this is doubly broken: One: I need to engage in cross-faction trading to get the correct recipes for these ingredients and Two: Even if I would do this, I don't want Level 10 recipes on my VR1 character in the first place.

Does this change later on? Or is provisioning broken at all VR levels?

I noticed the same thing. I have stopped looting crates and barrels. I don't want all that low level rubbish in my bags. I have no idea where to get V1 mats. If it's from the same barrels I think I won't bother with it. Provisioning is already the most annoying craft. But I am level 50 in it, that bit was easy. And I think craglorn will not suffer this problem as it is designed entirely for vet players. So what I plan on doing is just leaving provisioning until Craglorn and then start looting crates etc again to make VR10-12 recipes.

I've noticed the same. IMO the looting in this zone is broken. All mats for provisioning are low level.

I still loot the low level garbage for certain harder to find items like Red Wheat.

According to other people, there actually aren't any VR1-VR4 provisioning recipes. There are VR5 ones. When exactly they start dropping I cannot say but it's possible only in your second enemy alliance zones (Veteran content++). So generally I suggest simply not looting any crates/sacks/baskets anymore until you reach VR5.

Sad but, that's what it is.

Red Wheat is universal and its a part of of any level blue quality recipes as the third ingredient.

Pointless to search any of the crates until you get to VR5 zone. They should have added level 50 materials to the first vet zones. Instead i am making food for level 5-10 at vet 2...
