Primal and Ancient Elf Motifs

When I try and learn the Primal and Ancient Elf Motif it says I need to have Lvl 6 in Woodworking, Tailoring or Blacksmithing. I have more than that in all 3 of those, why can I not learn these Motifs? Is it a bug? or do I need to have SP put into them?

    You need at least 6/9 in the first passive skill in one of those

    Metalworking, tailoring or woodworking needs to be at least 6 in the passive abilities.

    In the first skill (for the different materials) as far as I know

    When I learnt Ancient Elf it asked for at least 8/9 in metalworking or tailoring or woodworking. I had 7 at that moment and it was definitely not enough.
