How to access the last Veteran Zone ?

As Ebonheart Pact, I did all the quests in Daggerfall zone, now I'm Veteran Rank 5.

Now, how do I access to the Aldmeri Veteran Zone ?

Do I need the Covenant Hero title to advance ?

Complete all the requirements for Cadwell's Silver . And after that you are asked to return to Harborage to finish off the Quest. Once you have returned it, he should hand you next one, Cadwell's Gold.

I missed out Covenant Hero -title due "bugged" Bangkorai -achievement. If you are unsure what do you, check your Cadwell's Journal next to Quest log, and complete the stages you missed.

Is this quest have any start point? I done almost all daggerfall (exept bugged quests) but status of Cadwell's Silver didn't change at all. I don't know where I should start this quest. When I started Daggerfall I didn't had any mark, where I should go to start main story in Daggerfall content.

there is no main story for you to do, the quests you do are just zone related , and those factions slow build up towards entering cold harbour. Once you arrive, just play like you would have within pact, usually by picking up the first quest giver you see, which is usually the quest to head to a given factions starting tutorial area.

This is this what I've done. I have something like 4 quests left but still without option to go to next content. So just wondering, when I will get that option.
