When your level 30 and kill a Veteran 1 player in single combat, there is skill. When you learn to cut off enemy resources to prevent them from using their transistus shrines to move around easily, there is tactics. When you can actually organize your alliance and attack multiple targets to split the enemies ranks, there are tactics. You have to think outside the box.
