Resto Staff question (passives)

Sorry if this has been answered before. But does the passives of the resto staff (Restoration Expert, Restoration Master) buff class healing spells as well while staff is equipped, or does it just apply to the restoration staff abilities? Example if you have a restoration staff equipped, does your NB siphons, Mage's guild "Entropy", Dragon Knight's "Dragon Blood" heal for more with points put into the appropriate skill line passives?
