ESO hogging CPU

I built my own PC, I have an i7 quadcore, 16GB ram, ASUS Radeon HD 7870 graphics card. There was one time I had to reinstall the launcher, and since then my computer has been slow. My internet can take as long as one minute to open when previously it took not even seconds. Norton claims my PC is clean, but ESO shows to hog my CPU a lot. I run on ultra graphic settings at a general 25-45 fps outdoors. What is going on and how can I make it better?
