Skill Choice Advice

You may have noticed that in Elder Scrolls Online, the action bar has only 5 slots. To me this is a plus in comparison with other Online RPG's. It keeps things simple. I try to remember that there are only 5 abilities to be slotted at one time when I choose skills. And because of the low number I will more quickly put skill points into passive skills that do not need to be slotted in the action bar. I have tried to pick which abilities I am going to have at the maximum level, and then spend points in passives that will help with those abilities. Always keeping in mind, I will only slot 5. So, my advice, is to invest points in passive abilities while rarely choosing active abilities. When in doubt, save your points for later.

When you start realizing that you have many points to spend, its interesting to spend a point for an activated skill here and there just to see how it works. The skill points do nothing just waiting there, but a skill in your skillbar will start to level for every experience you gain.
Your advice is still sound though, always keep a few points for a skill that might show up shortly.

Attention Zenimax: Stamina builds don't hold up to magicka builds, and this is causing most of your class imbalance. It makes melee weapons and bows weaker than staves and class abilities. It makes medium and heavy armor less desirable than light armor. Fix this imbalance, and you'll address most of your balance issues.

Also bear in mind that while you may only have five active AT A TIME, there may arise situations where a different skill would suit the situation better, and you could swap to that other skill.

The Fighter's Guild Silver Bolts crossbow power is a good example of this --- against Daedra, I always have his handy since it's pure awesome against them. Against other foes? It's not horrible, but I have other choices I'd prefer.

And of course after level 15 you technically could have five active and one ultimate on one hotkey bar and five DIFFERENT active and a different ultimate on the other hotkey bar.

Actually there are 12 to be slotted at any given time. 10 active abilities and 2 ultimate abilities, divided between two hotbars. Plus, there are going to be certain abilities that are better in certain situations than others, so swapping out abilities from time to time is a good thing. Not to mention, some abilities may work better (or worse) in practice than they look on paper, and you won't know until you try them.

It's good advice to focus on passives over skills you aren't going to use. Yes, when in doubt, save the points for later, but there is no need to be overly miserly with skill points. You will have plenty to spread around, just don't go crazy.
