Shalidor isn't crazy. The questline makes it clear he's quite sane (Sheogorath, OTOH, is crazy like a fox...)
He IS commentary. He was so focused on the goal (Eyevea) that he lost sight of those closest to him (his wife) and those that were aiding him (Valaste).
Lost his wife and Valaste went mad from the Mad God's whispers.1 -

Actually - as mentioned above - Shalidor was really over-focused on work, getting island back. Well, that's not normal at all - that's mania. You can say the same about Valaste: all work and no fun… They both are crazy and victims of their own manias and perfectionisms. That's why they are in a way challenged/claimed by Sheogorath.
Sheo is extremely wise with all his "mad" commentaries and situations he drags people (and you) in. Probably my favourite character in ESO so far.1 -
