Nightblade siphoning prolonged suffering

Manofmisery
From what i have tested this does no dmg if the target can't be cc'ed. Is this a bug or a designing decision? And if it's a decision why does cripple do dmg while it doesn't slow the whole concept arround this seams wrong and feels wrong. And the spam from cripple when it does dmg and doesn't cripple (target can't be affected) feels like a poor design feature aswell.

To sum it all up:
Why does cripple do dmg and prolonged suffering not?
Please remove the (target can't be affected ) message or atleast the sound it feels really off.

as Prolonged Suffering currently works, its great for leveling, but absolutely useless at end game, dungeons or trials. as any enemy who cannot be CCed ( ie... all bosses ) the DOT will not apply. I strongy suggest having the DOT apply, regardless of the CC affect. this would make Prolonged suffering a valuable leveling ability, and a useful DOT in endgame content. I personally would love to add Prolonged Suffering to my rotation and see how effective it might be, but sadly its not even possible at this time.

Prolonged suffering still doesn't apply its dot to cc resistant enemies...
    Bug or intended?
@ZOS_GinaBruno can we have some input?

Intended, cause the DOT triggers after CC break. If you can't apply a CC, it can't break.

As it is, with his Morphs it is one of our most useless Skills. Infirior in any aspect to Mass Hysteria, our best CC Spell.

It's a terribly designed skill. Simply as that. It does laughable damage and will not cast if the target is doing anything other than standing there. If the target is blocking, riding a horse, knocked down, stunned ect. you will keep doing the 1.5 second cast animation (on a spell that does 600dmg over 12 sec. wtf!?) and nothing happens.

    inb4 NBs are fine l2p.
