Arena - inside keeps to make Cyrodill more interesting?

I know that some ideas are not great, but what about making some battle ground to play 1v1, 2v2... in the keep between own alliance players (so opponents can talk to each other).
By this more people would come to Cyrodill and stay inside keeps that are completely empty now (those close to gates). Arenas could be open (non instanced) so all could watch and bet for players/teams.
When IC is opened then champions of alliance arenas could go to IC for inter alliance matches.
