Unable to Install Game (WebGet & Error 210 Manifest)

Ever since April 15th when the patch was released I have been unable to play the game. At the beginning it was due to the Error 210 Unable to download manifest problem, but when I uninstalled the game in an attempt to reinstall, the situation worsened.
Upon starting the launcher, the game sits on “Updating” for around 30 seconds before the installer races up to 66% to then present the webget error. I have tried everything. Safe mode, disabling anti-virus and firewall, restarting modems, deleting and reinstalling files; almost anything you can think of. Nothing has worked.
Today I was able to install and patch the EU version for some bizarre reason, yet the US version remains broken. Customer service have not at all been helpful, only recommending that I attempt the same fixes I have been fiddling around with for the past week.
Has anyone else experienced this problem? If so, how did you fix it? I am running out of options…
