Is this quest bugged?

The quest giver, Talia at-Marimah is not showing up for me.

I was given the warship designs quest and it's done. But can't get the other to spawn.

    other players are talking to him right in front of me...
    /reloadui does not help.
    log out/log in does not help.
    complete exit of all games windows and restart... does not help.

    I was having the same issue, but once I completed Tu'whacca's Throne she was standing there. Perhaps the bug worked itself out, or perhaps you have to do Cadwell's Almanac in that order in this instance. Either way, going and doing the Tu'whacca's Throne objective may be a "fix". Just a thought. [edited for spelling errors]

    Further edit: It seems that you do, in fact, have to complete Tu'whacca's Throne before this quest, since conversation options would not make sense.
