The "buff" hinders, not helps

I first entered Cyrodiil when I was level 10, and the pvp buff was useful then, but I noticed that as I leveled up, the higher I leveled and the better gear I crafted, I was just as squishy as I was on day one which made me feel more and more useless the "better" my character got. This became especially prevalent after hitting level 30.
Right now I'm a level 34 with an armor rating of 1297, but the pvp "buff" lowers it down to 847. It makes me feel like crafting gear is completely useless because it doesn't make a difference because it's nerfed in half in pvp.
I'd rather lose the 500hp buff in order to make my armor actually feel useful. The buff is supposed to be so that players under 50 don't feel overpowered by higher level players, but this seems to do just the opposite because my armor is basically useless and most veterans can kill me in 1 or 2 hits because I don't have the protection my armor would normally give me. I'm just as squishy as a low level player.
Is there any point later on when my armor will actually matter or I'll finally be free of the restrictive "buff"? I've spent loads of time and gold gathering smithing mats but I'm feeling like I should just forget about my crafting profession and leveling entirely because the buff renders me virtually useless as anything but cannon fodder now.

    Alright, that's what I've been hearing. It's a shame you're stuck being kind of crappy for almost the entire leveling process though. :(
