really weird high cpu usage

I'll give an example using the password entering screen (because game is practically not running at that point yet)
I check the cpu usage of eso.exe and its around %2-3 which is pretty normal (the game is not minimized, task manager is on top of the game window)
But if I minimize the game to taskbar (using the window - button after making the game windowed) the game uses %12-20 of my cpu which is pretty weird for a login screen. (Also checked my cpu temperatures, they go up too.)
My standard questing zone cpu usage: %25
Cities and crowds: %35-55
Its not that I am bothered by this too much
