Raise the transfer amount back to normal and fix the repeatable quest for kills so people can actually level inside pvp again while actually doing pvp.

So what about those farming the emperor bonuses? I guess they can just take away the former emperor passives after each reset? Anyway, it doesn't matter all that much except when one side or one guild uses the mechanics as designed and the same emperor is crowned everytime rather than someone new getting those bonuses while the other side has 40+ former emperors. Only slight advantage is still an advantage, especially when several people have that slight advantage.
This. The low cost to transfer is temporary. Expect it to increase ten fold as early as May. Though if more campaigns don't start filling up and balancing soon, it's not unexpected that they might increase the grace period. Otherwise you're going to have a lot of dead campaigns.Zenimax has stated that they will be hiking the price back up after about a month or so. The current price is 10% of the normal cost. They want to enable new players to be able to move around and get settled in with their friends and guilds for the first month. It will be back up to 150k AP soon.
