Maxed out CPU load since patch

I have been having some very severe fps drops since this last patch. I was around 40fps on ultra before the patch, and now I sit around 15fps on minimum settings while standing around doing nothing in a non-crowded area. The actual graphics settings do not seem to matter, so I think it is probably entirely the CPU. The fps fluctuations wildy while doing nothing at all (10-60fps swing).

Running the game in windowed mode with lowest settings, I can max out my CPU (100% in Task Manager) by pacing back and forth which drops my frame rate to around 5fps. This has made tanking in groups nigh impossible and questing sluggish and not much fun.

Some spec:
i5 2500K (Tested Core resting on and off)
16GB RAM
RAID0 SSDs
GTX 680 x 2 (Problems exist with and without the SLI fix)
Win7 x64 Ult

Latest release drivers from Nvidia, and beta drivers make no difference. Windows is up to date. I have tried turning it off and back on again.

I did not check this before the patch when things were running reasonably well. Has anyone noticed a spike in CPU usage since the patch maybe caused by new code that is poorly optimized?

    Disable addons (especially ESOhead). There is no FPS problem with the game itself.

    That was the first thing I tried and there weren't any changes in performance.

    I can't say...I'm not having any performance issues whatsoever. In fact my performance has improved since the game launched. Just walking around a crowded city, I am at vsync cap on full ultra most of the time, with the lowest FPS measured being 52.

    16GB DDR3-1600
    Running game off of SSD
    EVGA GTX 780ti SC version

    Maybe it's SLI, try disabling it and running on one card and see if it helps. The 680 should be more than powerful enough to run on ultra on one card.
